I was on a shared hosting plan and the hosting setup was the problem. I upgraded my host by switching hosting companies and things are much better now. Then I noticed an enormous and quickly growing error log file. Turns out I had a couple typos in a php file I was messing with, caused an infinite loop to start, bogging down the server.
