Our understanding is this is to eliminate the cookie cutter app development platforms. In our case where you have the source code and every app is different, this should not apply. Obviously, if you submit 3 versions of virtually the same app on your developer account you are asking to be rejected. FYI, we have had 4 apps approved since the 21st July without any issue.
