The Control Panel is hosted on either buzztouch.com or your own self-hosted server. There's no need to mess with any of that. Wherever your control panel is, it will talk to buzz-tools to get the results.

Just updated the Surveys sdk and plugin to offer Android support.

Thanks @chris1. I just downloaded it and not sure if you know it or not, but the index.html file is missing from the current zip.

That's intentional. Since Buzztouch 3.0 launched, plugins haven't used the index.php file. Instead, they use "config_cp.txt" to load various customizable sections.
