I thought the first couple of versions stunk like bad cheese. But hats off to them; they've kept at it, and I think the current version, while still not perfect, is an immense improvement over the first couple of times I tried it. http://www.droiddraw.org It's still not Apple's interface builder, but on Android, I doubt there will ever be. That said, the improvements make this worth using as an alternative to the slightly cumbersome tools found in Eclipse. It can also open and edit existing layout files.
