connection to http://dl-ssl.google.com refused?

I'm sorry to post what is probably a simple question! But I'm struggling to get the android sdk to work. I have been following Mark Fleming's very clear and detailed video here https://www.youtube.com/watch?v=SFGF3_r9YIA&list=TLd-JohauXyMh2n_M8IhnHNa_ddakpMeGn which explains how to install java jdk and android sdk bundle (it's extremely clear, and thankyou). But when I opened the SDK for the first time, not everything installed. It said 'failed to fetch url https://dl-ssl.google.com/android/repository/addons_list-2.xml' and similarly for the repository-9.xml. Why would that happen? And when I look at the list of packages in the SDK manager I am missing the google APIs section completely. Which is clearly Unhelpful. What can I do? I can't click on it and download it separately because it's not even in the list. Inside 'Android 4.4.2 (API19)' all it says is 'SDK Platform' and 'ARM EABI v7a system image'. I hope this is vaguely understandable? I'd be glad for any pointers. thanks.

Also I have tried the advice on this page http://stackoverflow.com/questions/7979700/google-api-8-cant-be-fetched-from-the-addon-url-on-the-sdk-manager/7979897#7979897 in which you add the google addresses to the 'manage add=on site' in the SDK manager. But it's still coming up with the same error. And I've tried running sdk as an administrator too, that's not worked either. :(

I've managed to fix this myself now, so for other damsels in distress in the future, this is what I did: I copied the advice here http://stackoverflow.com/questions/17019858/android-sdk-manager-wont-update-connection-to-https-dl-ssl-google-com-refuse to open sdk manager - tools then in proxy server, typed google.com and proxy port 80. close and reopen the sdk manager. Could it have been happening because I'm at work?? Anyway hopefully it's sorted.
