Draft in Production

I uploaded a new APK, version 4 now instead of 3, and when it was over I get a choice to save Draft -- usually I get something that says to publish. Anyway I said yes, and then I get back to the screen that shows my app and all the versions published. In this version 4, the status is Draft in Production and I get a message that: This configuration cannot be published for the following reason(s): Version 3 is not served to any device configuration: all devices that might receive version 3 would receive version 4. Some devices are eligible to run multiple APKs. In such a scenario, the device will receive the APK with the higher version code. Don't understand. Should I unpublish version 3 first. I never had to unpublish previous versions before. Thanks. Steve

Never Mind, I tried this 4 times and the 4th time was the charm. Gave me the option to publish.
