If anyone else runs into pem upload issues it might be because of mcrypt is not installed. Check the server logs and you should see the php fatal error. If that is the case.. then follow this instructions to install mcrypt (http://blog.plite.org/neo_one2199/2013/07/16/install-php-mcrypt-extension-on-centos-6-x86_64-in-3-supper-easy-steps/). Obviously this is for advanced users because you need ssh root access to your server or vps. Comments well.. solved it myself.
