Uploading update only shows save draft

Exported to my desktop and all went well. The current version is 4, this new version is 5. When I upload the new SDK, the only choices after uploading are either cancel or save draft. I obviously don't want to cancel, and if I hit save draft I get an error message that the config can't be published since version 4 not served to any device config whatever this means. In the past I would just upload a new SDK and it would publish. Can't think of what I'm doing wrong. Steve Title Comments I have made a simple upgrade to an Android application.
