For the moment, just pull together your requirements document, so that when you DO make contact, you'll have all the information they need so you can have a fruitful discussion. And you might want to add some information to 'a plugin that uses ABPeople...' What will the end result be? That will determine the best approach. But you can figure it out by looking at the current plugins to see which developers currently have something published in the market. I've contracted with a few people for custom plugins, as has Kittsy. There are some others that have done so as well I believe.
