Ad Network? I don't use them; I wouldn't know. The HTML file could show an image that was loaded on your device. It could also display an image off the internet. Your choice. Leadbolt & Buzzcity and a bunch of others, like kissmyads (I think??) will allow that, it's just a bit of javascript to add to the html document which can be hosted in the app. The user will of course need an internet connection to go to the ad destination.
