iTunes promo codes now require country codes?

I just downloaded some promo codes for one of my apps on iTunes Connect. This time it said something I've never noticed before: "With any code you distribute, you must include the country-specific holder terms that can be found in Schedule A2 (which will be emailed to you separately)." Does anyone know what this means?

I'm just taking a stab, but it sounds like, if you were to send me a promo code, in the email you'd need to send me some kind of "disclaimer" or something (intended for my country/region) that protects them, and maybe you, from any international 'boo boo' if your app is offensive/inappropriate in some way... Again, just my first impression. The world is so litigious that it seems that a fortune cookie has to come with a disclaimer anymore... Cheers! -- Smug
