Empty Configuration Data URL detects changes

Despite that, I can see every change I make in my app, but I want that users don't see any changes until new version is in appStore. I did this on my several apps before, and it worked fine. Is there any change I don't know, maybe something with cache or refresh? I have app on self-hosted. I also noticed that "Live mode" detects every change, but it should only if I click on "Publish".
