Publish Changes feature

I'd like to know more about this Publish Changes feature in BT. If I have an app in the android and iTunes store can I really publish updates without uploading a new binary?

As long as you're not adding plugins or changing code, sure.

I submitted an app to iTunes for review on 2/6 and changed a splash screen image. Would it make it while in review?

Yes but don't do too many of that type of change while it's in review. The Apple reviewers want to know that you submitted a complete and ready app. Also, was your new image loaded via URL or already in the previous build?
