It told me I had to put in a privacy url, I said no, then it said ready to publish and I said yes and then it said it's published and may take a while before appearing. However, Google's laissez faire attitude on accepting apps has lead to some pretty offensive (to some) apps getting on which would never have made it past Apple's review so that's the other side of the coin.
