Image resize in html

When designing your html screens do you oversize the images so that when scaled on mobiles images reduce to fit smaller screensize or do you design with particular screensize in mind? Currently my html was designed with iPhones in mind so all images had max width of 320px. In Android same html is being stretched to fit. Im wondering whether doubling each images size will mean that they will display better on both platforms?

I use 320x480 as my background for for small devices and 768x1024 for large devices, this seems to cover most things reasonably well. If you view the small image on a tablet, it invariably looks grainy.
