Why App Wont Update online changes

Guys read Skylla description on why this does not work. Basically if I publish an app today 20/10/12 and someone downloads this app tomorrow. All works ok. lets say I make changes to the app , the person that downloaded the app on the 20/10/12 or after prior to my change gets notified by app of changes and changes reloaded. Cool all fine up to now. However, if a new person then decides to download from appstore the app approved on the 20/10/12 but downloads this say on the 22/10/12 after the new updates where added, the app checks timestamps I believe and because the app has been downloaded and installed on the 22/10/12 after the updates where done, he gets no notification and therefore app does not refresh and thus new changes do not show. Unless I update the app daily to cater for new users of the app which is not really useful. The next option send to apple a changed source for updating version on appstore. Any comments on how to combat this one ? Checked forums and not found a real answer. Skylla my friend maybe you can enlighten me ? Sorry for simple explanation above wanted to make sure people understood. thanks for any comments

I'm having the same problem is a really bad user experience so I'm looking forward to see a solution for this! My homepage has changed since I submited my app to Apple Store (and it will keep changing) so everytime a new user download it he/she not only gets an out-of-date information but also gets a homepage screen that doesn't work. Clicking the Refresh button to load the new data is not something that many users do but I guess I will have to add this "tip" in the description of Apple Store.
