Can I use Launch Native App plugin to open up my app in a local HTML doc

Although there are many different plugins to create an opening page for an app, what I'd really like to do is open up my app in a local html page (where I could create my own design using html5, css, JQuery and javascript). It would seem to me that I could do this using the "Launch Native App" plugin to launch the native browser to open up a local html page. Can I do this? If so, how? It seems that it will only open up in an external html web page. Grateful for any advice here

iOS? I'm working on implementing this myself.
