Is this against google policy?

I have an app in Google play and was thinking of offering a donation feature. In return anyone donating will get a Free upgrade with additional information attached to their map location marker like website link etc. I am not selling digital content as specified in Google play policy, rather offering it as a gift for setting up a monthly paypal donation. They will be free to cancel donation at any time and will not lose the additional information attached as it was a Free gift. unsure if this will be against policy. any ideas?

It's sort of a loophole isn't it? I would assume they would "assume" that it's against the policy, even if it's not directly stated. or else it would make their policy virtually useless if they allowed that right?
