You can upload applications to Google Play but you cannot publish until your registration is complete} Does google needs us to publish an app b4 to approve our account? You have to add other things like icons, choose categories, decide the prices, etc etc. You don't have to do it all in one go, the final step is clicking the button to submit everything - for publishing. I did my registration 10 days ago and the message remains as "still being processed". This is already my second attempt. The first time my payment was rejected for no apparent reason.
