If you are just looking to create the actual barcode there are a load of free services out there. http://qrcode.kaywa.com http://www.qrstuff.com Have a search on google, you'll have one in seconds.

I have used i-nigma Here is their website http://www.i-nigma.com/i-nigmahp.html Somebody told me once that some of these "free" services put malware, bots or other tracking into the code though...might want to check on that.

A lot of QR apps keep the scanned codes as a kind of "address book" - and a lot of the free QR code websites create their own link and redirect it to the site you want. Eg. If you created one for your website www.mysite.com - in the address book it will show as "http://QRcompany/ft34" which is the site the code points to before it is redirected - not really helpful if you want people to remember your website. I have just implemented this system for my work (put it on buis cards et) and explored all the free options - in the end I went with creating my own QR code generation system on my companies web server. All depends on what you need..

Use the google api above if you don't want re-directs, malware, data scraping, tracking etc.
