Localization, did I understand it?

Been trying, with my limited knowledge, to understand how to get localization working. Correct me if wrong But from what I've understood from what I read for localization, it seems I'd have to make changes for every single screen. I mean, for example, the app is configured to open a certain URL for a file. I'd have to have it open a different URL dependeding on the language.
