It looks like something created in Adobe InDesign or some other high end graphics/mobile package. http://www.adobe.com/products/indesign/features.html I suppose, if you have the imagination and skill, something decent could be made in html5 and js. http://chicabee.com/ has a couple of cool features, just check out the page source for the js's The animations use spritely.js which I've been playing around with a bit recently.
