Then create a simple app with multiple custom url screens. That si probably the simplest way. Alternatively you can go down the native app route but it doesnt sound like you would need to! If you are talking about iOS, the only problem you should worry about is getting it passed by the Apple team, as these kind of apps are not well looked upon by them. They need some level of complexity in the apps they approve. Best approach to this would be a web app built around the site that you want to link to.
