HTML or HTML5 Plugin Defaults Sets

I'm preparing to outsource a lot of my app work. Outsourcers sometime make mistakes. I know how I want my html or html5 plugin setup to look. I like to know if someone can set-up or program my plugin defaults to same setting every time its opened? Maybe some actions can be removed and only what I want is the only option. I want to setup the

jQuery Mobile has theme settings that should help you. Fred

ok, that's greek to me. I'm in my server 2.0 settings and I don't see theme settings. Is there a certain tab I should be clicking on?

I open the plugin file but I'm totally lost. This is something I'm happy to pay to have done for me.
