When The Apple Apps I have on in the App Store are downloaded the first screen that pops up is a Blank "My Home Screen". Once that app is refreshed everything is fine. Once you've copied this paste it into the config.txt file in Xcode and save file. Do a clean then build and submit the new app. Now when users run for first time they'll see what you want them to see. That will trigger a refresh that the reviewers will get prompted for. Just submit and then resist the urge to tinker. There's a doc detailing Offline vs. Online, and various scenarios to consider, at buzztouch.com/resources.
