Check out this doc : http://www.buzztouch.com/resources/Things_You_Need_Before_You_Start_Developing_Apps_v1.0.pdf There have been conversations in the forum about running Mac OS X in a virtual machine on Windows, but that violates the EULA for Mac OS X, and I don't think you want to get on Apple's bad side if you desire to submit apps to their store!
