There were some topics around BT forum about running Mac on a virtual machine under Windows, but it is harder to do it. Look around here. As Vali says, doing Mac on a virtual machine is not only difficult, but it violates the EULA for Mac OS X, and I don't think you want to mess with Apple that way if you want to submit apps to their store. I use a Mac mini as well...picked one up for $200 and it works perfectly.
