iPad distribution question

Hello all! I teach computer science to high school students. Our school will be an iPad school so I'd like to teach my students how to create iPhone and iPad apps. My problem is that I have a pc lab and not a mac lab. My question is this, can you develop an ipad app and distribute the app without having to go the iTunes route? I know I can go adhoc route but that limits to 100 devices. Thanks and Happy Holidays!

you have to have an apple developer account, but if you want to submit your apps to the app store you have to code sign them in xcode them send them in through the xcode organizer.
