If you have a place to put the files, and can access those via a browser, then you have what you need. If you are planning on offering this service to people, though, having a domain name for your site is essential, as it contributes to it being more professional. But, if you're using it for just yourself, then you could forgo that part! The actual server installation and running doesn't require a dedicated IP (that I'm aware of).
