Switching to different graphic files, based on Latitude and Longigude

I'd like a single app to display different graphics (in splash screen or header) based on what city the user is. For example if they are within let's say 10 miles of Palo Alto, it displays the Palo Alto grapic. If near Fremont, it displays Fremont. I'm thinking...pass lat and long numbers with some sort of nearby algorithm, then pass those as variables in the name of the graphic file being called. Or maybe, if I trim the lat and long numbers down to a limited number of digits, I can do it that way. Has anybody done this?

That sounds pretty cool! I could easily imagine how to do it for an HTML file, but not for a splash screen or other screen (like an image for a menu list). I'd like to keep tabs on this question!
