No Google API's version 1.6 checkbox Comes Up when making Android App

When I try to make an Android app. I opened Eclipse, installed the Android ADT and SDK. I created a project name and opened the folder the source code for my app is in. And I don't get any Google API's Version 1.6 Checkbox. Does anyone know what I did wrong?

Also, it says An SDK Target must be specified. Even though I went to the source code folder.

You need to show eclipse where the unzipped android sdk is Window > preferences > android And you also need to download required API packages using AVD & SDK manager
