No supported devices for Android App

Hello! I have trouble publishing my free Android App on the Android Market. Everthing seemed fine, but the Device Availability dialog shows me, that 0 devices are available and therefor I can not submit it. Ich checked the App-Manifest and insertet <use-sdk android:minSdkVersion=4/> <use-sdk android-maxSdkVersion=12/> But it didn´t solve the Problem. What other factors could be causing that porblem? Thank you for your help.

have you 'activated' your APK?

Sounds like Steve is right. When you've uploaded the apk, there are 2 tabs on the page. In the 'APK files' tab, you'll find the 'activate' link.
