The first time a user runs your app they will see whatever you submitted to apple. Depending on your Report to Cloud URL and Configuration Data URL properties the app may or may not prompt the end user to refresh the app to reflect the changes you made in your control panel. If the app is refreshed, the end user will see the new version of the app whenever they run it again. If the app doesn't prompt the end user to refresh, then you will need to submit an update to apple to apply the changes. If you want your app to load the updated version the first time it is ran you'll need to resubmit the app with its changes to Apple. This is also true if you make any changes to embedded content; you'll need to resubmit.

so all I need to do is reset the report to cloud and configuration data URLs to default, then resubmit to Apple and all should be good?

It sounds like if anything you just need to update the config.txt file with your app. When users first open your app they see the initial config.txt which is the generic blank page but when they refresh and download the newer file everything is fine. So just resubmit your app with the most recent config.txt file and everything should be fine.
