In fact, I have a few times, and have been rejected because of it as well (Having GPS startup without having features tied to it for users). Since it's really not a important feature to have unless the user actually wants to integrate it into something, and since its a very easy thing to get rejected for by apple, wouldn't it be better having it default to no unless specified otherwise? anyways, just my two cents - unless there is a specific reason his has not been done yet?
