Can I develop driod apps with a used phone?

So far I have only developed a few ios apps. I plan on pushing them out and others on driod market now that I am getting the hang of it. But I dont have a driod phone. Does anyone know if I can just get a used one to develop with and provision it, or would I have to sign up with a provider and have a new driod phone? My preference is to just get a used driod to develop with, but I am not sure how it works. Any tips?

I'd imagine you can just buy a used phone. As long as you have wireless in your house to get it online. Get a decent Incredible now for about a 100 of your earth bucks. Anyone else? That should be cool eh?
