The control panel doesn't have a way to save this info. The captions were kind of an afterthought ;-) So, setup an upload script on your server, a folder to put the image in, and a database to save the image info and all will be good. It's waaaaay easier to setup either a Flickr gallery and use the Image Emailer screen. This screen allows users to send to an email address and the text they enter (along with the image) becomes the caption in your Flickr Gallery. Every Flickr gallery comes with a unique email address specifically for this purpose. Next...use the Flickr API to pull the JSON list of images for the dataURL for an Image Gallery screen. Bitchen!
