The BT quiz editor is pretty good but entering a few hundreds of questions manually can be quite painful... Let's say I have the questions in a database or in a file in a format which I can easily convert to the JSON format the BT quiz uses. That would also make transition from 1.4 to 1.5 easier for people. I would suspect it would not be prudent to allow everyone to upload numerous files and tax the storage capacity on the server of a free service.
