iOS Developer for iPhone app creation

Do I have to spend $99 to be able to download the XCode4 software for free? Thanks for advice.

I think if you get XCode 4 on the Apple developer site it is free. XCode 3 is free as well, and can be found on the Apple developer site. You will not be able to run an app on a device, nor submit to the itunes store without paying the $99. http://developer.apple.com/devcenter/ios/index.action

I've read that 75% of mobile apps are downloaded by Apple owners. The $99 is an annual fee and there's no limit to apps. Getting on the Android Marketplace costs $25.
