Business Licenses, assuming you are in the US, are generally provided by local authorities. Example: Your city may require you to have a business license to conduct business in their town / jurisdiction. This is an endless debate online and there are no formalized answers. I'm thinking there are countless app developers that DO have local business licenses and countless more that do not.
