PHP is a web-technology. iOS (Objective C) and Android (Java) have no understanding of PHP and other web-server software packages. It's common to use PHP on a web-server to output HTML and other data formatted for the device but this happens server-side, not in the device itself.

yes,of course you are right! But i mean include into the devices html language added with php part. The app will just call the server to use the information. Is it possible? the iOS or Android just using as screen information..

You have the right idea. Lots and lots of apps do what you're describing. Use a Custom URL screen to point to your dynamic HTML page. This is a great way to get super-duper creative. You can even have the device variables appended to your URL so the PHP can output specialized content based on the device type, location, etc.
