To build for iphone you need a mac & an apple developer account ($99/year). You need to install the iOS software on your mac (xcode). To build for android you can do on a PC. You need to install lots of bits of software parts. This is a bit head wrecking but doable but be prepared to shout at your screen for a few hours. Then you download the android files, spend a few more hours shouting at your screen to get simulator to run, then export package and upload to amazon appstore or android market/google.
