PDF Upload Problem....File too big?

Ok so I have read some of the posts on this and it sounds like a problem with the code on the site. I saw that the the max is suppose to be 8 mb for a PDF but when I try and upload a 2.17mb file I get the error code that the file is too large. The pdf I am trying to upload is a 13 page magazine. The pages in the file are straight .jpg's. Is it because they are .jpg's? I'd like to get this problem solved I don't want to have to e-mail you guys the pdf every issue as that will take forever. Also what is the email address I send the pdf too. A format on how to send the file would be nice too. THX!

@jedijaded Hundreds of PDF's are uploaded each day without trouble so it's not necessarily a problem with the site. It's more of a problem of not being able to figure out why some users / browsers have no trouble uploading and others have tons of trouble. Sometimes regardless of the file size. The .JPG's in the PDF have nothing to do with it, don't worry about that. As another approach, if you cannot get it to upload, you could use a Custom URL screen and upload the file to your website. Put in on your website and enter the URL in the Custom URL screen, the behavior will be exactly the same in the app. Hope this helps.
