No, you need Xcode from apple to compile code for iOS devices.

Its useless - you NEED to pay to get your app in the stores - there's no way around that.

As far as I know its $99 for the year, not per month. If you really want it just to mess around I saw that you can now buy xcode 4 in the mac app store for $4.99. But as the others said, you'll eventually need to pay the 99 bucks to submit the app to itunes.

@ 11CCarson: XCode is actually free I believe. I was able to download it and use it long before I became a registered developer. Using this free Xcode, you will only be able to test your app on the simulator. To test on a device (iphone) or submit to the itunes app store, you will have to pay the $99 PER YEAR (which is, of course, way more affordable than per month). The one big, spendy catch is that you can only run xcode on a mac. That will cost about $99 a month (paid up front of course :P). And yeah, the FAQs are always the first place you should look on any website you're researching. If you have a mac, download Xcode for free, and build an app. If you like your app enough, you'll invest into the Apple Dev Program and a Mac. Happy building!
