If you're PDF has links with attributes for the target, the the target='_blank' it isn't going to work. Start by removing all the link targets and see if it works. If it doens't, you'll likely never get it to work. Bummer but it's a common problem that almost nobody can easily fix / understand. (nobody as in iOS developers).
