So if you want to just try out developing an app using buzztouch, you can go that far with it. If you decide it's something you really want to use, and wish to either put it on your own phone or distribute it to others, then you will need to join the Apple Developers program for $99. Buzztouch also works for Android. Not sure if there is a fee to be an Android developer or to distribute, as I'm iOS only at the moment.
