I am unable to change apps image. Ive chaged several Photos to 300 x 150. When I try to save no cropping tool comes up to select that image, Is this a problem in the system?

Not that we know of, thousands use it everday. If you are able to upload the image, but not crop-it, it could be that it is exactly the same size (300 x 150) as the cropping tool box - meaning there is nothing to crop because your image is already the right size. Most folks upload larger images and need to drag a box around then click to crop. The box is exactly 300 x 150 so it could be that you don't see it. Upload your picture, click it, submit, see what happens. Clicking it activates the cropper
